S-710 Air-Cooled Heat Exchangers Specification Launched for Review
The International Association of Oil & Gas Producers (IOGP)-managed joint industry project (JIP) 33 has issued specification S-170 for public review. The closing date for comments is 27 November.
The purpose of this specification is to define a minimum common set of specification requirements for the procurement of air-cooled heat exchangers in accordance with API Standard 661, Seventh Edition, July 2013—Reaffirmed, June 2018.
The procurement specification follows a common document structure comprising four documents, which together with the purchase order define the overall technical specification for procurement.
It has been developed in consultation with a broad user and supplier base to realize benefits from standardization and achieve significant project and schedule cost reductions.

What is the JIP33?
IOGP initiated JIP33 in 2016 with support from the World Economic Forum capital project complexity initiative in response to an industrywide overrun on cost and schedule of more than 40%.
Historically, customers in our industry ask their supplier to deliver against a different set of requirements for each order—often hundreds of pages long. They can be different even for projects for the same company.
By standardizing the specifications used for procuring equipment, the supply chain can become more streamlined, delivering equipment with less lead time and shaving costs by avoiding bespoke requirements.
Managed by the IOGP, 14 specifications have been developed to date. These are now being adopted and implemented by the operators on major projects where benefits are already being demonstrated.
Phase 3 of the program was launched in January 2019 with the participation of 12 major oil and gas operators, tasked with developing over 40 new specifications to add to this library, freely available to download to anyone. A significant scaleup from previous phases, the scope will be delivered in collaboration with Aker Solutions.
